光污染短片製作比賽 2015-16

「光污染短片製作比賽2015-16」是由香港大學、香港太空館、嗇色園主辦可觀自然教育中心暨天文館和國際天文學聯合會天文普及辦公室合辦。2010年起,香港大學建立「香港夜空光度監測網絡」,持續地監測香港的光污染情況。最近,比賽主辦機構亦啟動「Globe at Night – Sky Brightness Monitoring Network」研究項目,在全球多個地方設立光污染監測站,推動國際性的光污染研究。聯合國將2015年定為「國際光年」,是次比賽讓大眾製作以光污染為主題的短片,從而了解及思考香港日益嚴重的光污染問題。本比賽獲香港大學知識交流計劃支持。

目的:
1. 讓大眾製作短片以推動大眾在其社區中倡議減少光污染。
2. 透過實地考察,讓大眾親身感受光污染對環境的影響。

比賽項目:
本比賽希望大眾以光污染爲主題,以任何富創意方式捕捉各種光污染的畫面,製作成短片。短片作品表達方法不限,以能簡易表達光污染問題、影響及其解決方案為佳。得獎作品將會放於網站上作展示,亦會於香港太空館作短期展覽。優秀作品亦有機會參與由國際天文學聯合會天文普及辦公室舉辦的國際性光污染短片製作比賽(詳情容後公布)。

參賽資格:
1. 任何年齡、職業、團體之香港居民。
2. 若以團隊名義參加,每隊最多五名成員(演員除外),並有一名成員為主要聯絡人。
3. 每位參加者只能獨立參加比賽或加入其中一隊。
4. 主辦機構相關之工作人員、比賽之顧問,或評審本人均不得參加。
5. 每位或每隊參加者最多只可提交一段短片作品參賽。
6. 符合資格參加「光污染研究比賽2015-16」的參加者,亦可同時參加「光污染短片製作比賽2015-16」。

報名及提交作品:
1. 提交作品截止日期已延期至2016 年3月31日(星期四)香港時間晚上11時59分。
2. 於比賽截止前,參賽者必須將參賽作品的最後版本自行上載到Youtube,並將影片的隱私設定為「私人影片(Private videos)」,再分享該影片予ke201516.video@gmail.com
3. 填妥參賽表格並電郵至ke201516.video@gmail.com。電郵主旨請以連絡電話作開頭,後加參賽者或主要聯絡人名字如:「33334444 陳大文」。
4. 參賽表格內容須為繁體中文或英文,若因以其他編碼遞交而出現亂碼情況,恕不予處理。
5. 主辦機構收到參賽作品後會發出電郵給參加者以確認收到其作品。如有查詢請以電郵ke201516.video@gmail.com聯絡主辦機構。
6. 參賽作品一經遞交,一概不予發還及不可作任何修改。
7. 得獎名單將於2016年4月於網站上公佈。

比賽細則:

※短片主題:
1. 短片主題為「光污染」,參賽者可從多方面選擇主題,包括:光污染與生態、光污染與健康、光污染與能源、光污染的分佈、光污染的來源等主題。
2. 表達手法不限,包括實地取景、訪問、實驗、話劇、照片、電腦動畫等。

※短片格式:
1. 每項作品為一段未曾公開參加比賽或發表(包括網上發表)之原創作品。
2. 每段參賽短片片長必須為三分鐘或以內,包括片頭及工作人員名單(如有)。
3. 參賽作品的解析度必須在720p或以上,即畫面解析度達1280×720或以上。
4. 一般相機和鏡頭、攝錄機或智能手機等所拍攝得的影像、電腦動畫等皆可參賽(*評分關鍵在於作品所能帶出的光污染信息,與攝錄設備無關)。
5. 參賽作品可使用廣東話、普通話或英語作為主要表達語言。
6. 如有需要,主辦機構可要求參賽者在遞交參賽作品後在其作品中,加入完整及對應的英文版本內容。這些內容包括任何文字,例如短片名稱、過場、說明、字幕等,或廣東話、普通話對白等。
7. 上載影片的檔案格式必須被YouTube支援
8. 如作品上載時遇有技術問題,主辦機構不負任何責任。
9. 請保留原檔,包括剪接前的影片檔案、用於後期製作的設定檔等,以便有需要時將部份得獎作品以較佳質素播放。
10. 每項參賽作品須在參賽表格上以800中文字或1,000英文字之內,簡要說明短片劇本、攝錄日期地點、使用設備、後製等。
11. 逾期遞交的作品及參加表格概不受理。
12. 參賽者須提供真實姓名、年齡、住址、連絡電話、電子郵件信箱,如因資料不實以致無法聯繫,主辦機構不負任何責任。
13. 比賽結果將於網站上公佈,評審結果以評審團之決定為準。

※獎品:
1. 比賽設冠軍,亞軍,季軍,可獲頒獎座一座。另冠軍可獲價值港幣1,000元正書券一份,亞軍可獲價值港幣500元正書券一份,季軍可獲價值港幣300元正書券一份。
2. 另設最多10名優異獎。
3. 實際獎項數目或會因參賽作品數目而有所調整。
4. 為鼓勵青少年包括學生參與比賽,特設「青少年獎」。若以團隊名義參加,「青少年獎」的參與資格由團隊中最年長的成員的年齡計算,於2016年3月31日計17歲或以下。所有附合此項資格的參賽作品會自動獲競逐「青少年獎」。
5. 所有得獎者可獲發證書。
6. 得獎者可獲邀參與於2016年4月23日舉行的頒獎典禮。(詳情)
7. 優秀作品有機會參與由國際天文學聯合會天文普及辦公室舉辦的國際性光污染短片製作比賽。該比賽內容容後公布。
8. 得獎者所提供之身分證明文件如與登記資料不符,須提供相關證明文件以證明其身份。如得獎者不能提供相關文件,主辦機構可取消其得獎資格。得獎者不得將其得獎資格轉讓予任何第三者。

※作品展示:
1. 部份得獎作品將會放於網站上,或於其他場地內展示。
2. 主辦機構將不承擔參賽作品侵犯他人著作權、肖像權、隱私權、名譽權等法律問題。
3. 得獎者同意主辦機構公佈其姓名,作展覽、宣傳及推廣之用。
4. 主辦機構擁有入選及獲獎作品的使用權(著作權仍由作者擁有),可以將該作品用於相關的展覽、展示、出版等,也可以被主辦機構放置到互聯網展示,刊載於報紙、期刊以及大賽活動的相關材料中,不另付稿酬。
5. 得獎者若被主辦機構安排出席相關之傳媒訪問活動,有關採訪過程中的錄音、錄像、文字及其他形式的記錄等,版權均為主辦機構所有。

※注意事項:
1. 主辦機構將會邀請學者及專家擔任評選。
2. 作品參與國際天文學聯合會天文普及辦公室舉辦的國際性光污染短片製作比賽與否,由主辦機構決定。
3. 參賽者需遵守相關的版權條例。任何參賽者違反版權條例或比賽規則,包括但不限於以借用、拷貝、抄襲、偽冒等方式參賽,將被取消參賽資格。該參賽者需承擔自身的法律責任。任何法律爭議與主辦機構無關。
4. 參賽作品如存有不當的言語、行為、活動、或暴力情節等,將被取消資格。
5. 參賽作品之影音均不可故意有對任何商營機構商標的顯示、暗示或影射。
6. 參賽作品如因任何原因被Youtube拒絕,主辦機構不負任何責任。
7. 所有參賽作品一概不退件,凡未得獎作品將會刪除,參賽者請自行留存備份。
8. 主辦機構不承擔任何因電腦技術故障所遺失之作品問題。
9. 主辦機構有權決定取消、終止、修改或暫停本活動。
10. 本活動所收集的個人資料,乃由參加者自願提供,用於處理活動事宜,並只供主辦機構查閱。如申請人不提供足夠資料,主辦機構可能無法辦理參賽申請。
11. 凡參加本活動者,視同認可並遵守章程之各項規定。

Light Pollution Video Competition 2015-16

The “Light Pollution Video Competition 2015-16” is jointly organized by the University of Hong Kong (HKU), the Hong Kong Space Museum, the Ho Koon Nature Education cum Astronomical Centre (Sponsored by Sik Sik Yuen), and the Office of Astronomy Outreach, International Astronomical Union. Since 2010, HKU has been operating the “Hong Kong Night Sky Brightness Monitoring Network” to keep track of the long-term light pollution situation in Hong Kong. The organizers of this competition also recently launched the “Globe at Night – Sky Brightness Monitoring Network” by setting up a global network for worldwide light pollution monitoring and research. The year 2015 has been named by the United Nation as the “International Year of Light”, and this competition provides an opportunity for the public to produce videos to showcase the adverse effects of light pollution in Hong Kong. This competition is supported by the HKU Knowledge Exchange fund.

※Secondary school students are also invited to enter the “Light Pollution Research Competition 2015-16”.

Competition briefing and light pollution field trip

Aim:
1. Encourage the general public to promote light pollution reduction in their communities through videos.
2. Introduce the multifaceted adverse effects of light pollution to the members of the public through site visits.

Theme of competition:
The theme of this competition is “Light Pollution.” The organizers encourage everyone to capture footages to produce a video which can truly bring out the light pollution message. The winning works, along with selected outstanding entries, will be displayed on the website, and in an exhibition at the Hong Kong Space Museum. Winners may also be invited to enter the international light pollution video competition organized by the Office of Astronomy Outreach of the International Astronomical Union. Details of this competition will be announced later.

Qualification:
1. Hong Kong residents without any age, job, and organization limitations.
2. Each team (if applicable), can have up to five members (other than actors), with one selected as the team coordinator.
3. Each contestant can only enter the competition by himself / herself or join one team.
4. Staff, advisers, and judges of the competition cannot enter the competition.
5. Each contestant / team can only submit one piece of work.
6. Eligible students entered the “Light Pollution Research Competition 2015-16” can enter this competition.

Application and submission of work:
1. The submission deadline is extended to 11:59pm 31 March 2016 (Thursday) Hong Kong Time.
2. Before the submission deadline, contestants shall upload the final version of the video to Youtube. Then change the privacy settings for the video to “Private videos”. Finally, share the video to ke201516.video@gmail.com.
3. Fill in the submission form then email to ke201516.video@gmail.com. The subject of the email shall start with the contact phone number of the contestant or team coordinator then their names, For example, “33334444ChanTaiMan”.
4. Forms shall be completed in Traditional Chinese or English. Forms cannot be processed if contents are garbled.
5. The organizers will return a confirmation email regarding the submission. For enquiry, please email to ke201516.video@gmail.com.
6. The video submitted will not be returned and further change on the video is not allowed.
7. Release will be announced on the website in April 2016.

Rules of competition:

※Theme:
1. The theme of video shall be “Light Pollution”. Contestants can select one or multiple themes, including (but not limited to) light pollution and ecology, light pollution and health, light pollution and energy, distribution of light pollution, sources of light pollution, etc.
2. There is no restriction on the format of the presentation. Site-visit, interview, experiment, drama, photograph, computer animation, etc, are all acceptable.

※Format of the video:
1. Video submission shall be original and not been previously entered into any competition or published somewhere, including the internet.
2. The duration of each video should be less than or equal to 3 minutes, including the beginning and ending credits (if any).
3. The resolution of the video shall be at least 720p, i.e., 1280 x 720 pixels or above.
4. Filming using common camera and lens, video recorder, smart phone, or computer animations are acceptable. (*The organizers will judge the message of light pollution in the video but not the type of filming device used.)
5. Video shall be mainly presented in Cantonese, Putonghua, or English.
6. The organizers may request complete English translation of the contents in the video from the contestants after the submission, including texts such as video title, transition, illustration, and subtitle, and narrations in Cantonese or Putonghua.
7. Uploaded video shall be supported by Youtube.
8. The organizers will not be deemed responsible if there is any technical issue during upload.
9. Please keep the original files, including the raw videos before post-production, settings adopted during post-production, etc, so that winning works can be replayed in better quality if needed.
10. Each work should include in the form a description with up to 800 Chinese or 1,000 English words, briefly describing the plot, filming dates and locations, used equipment, post-production, etc.
11. Late submission will not be accepted.
12. Contestant shall provide actual name, address, contact telephone number, and email address. The organizers will not be deemed responsible if the organizers cannot contact any contestant from the incomplete or incorrect information supplied.
13. Results of the competition will be announced on the webpage. Results are based on the judges’ justifications.

※Prize :
1. This competition has a champion, a first runner-up, and a second runner-up, each will be awarded a trophy and a book-coupon of values HK$1,000, HK$500, and HK$300 respectively.
2. In addition to the three winners above, it will have up to 10 honorary mention prizes.
3. The actual number of prizes can vary based on the number of entries submitted.
4. To encourage teenagers to enter the competition, there will be a “Youth Prize” for contestants if the oldest member of the team is aged 17 or younger on 31 March 2016. Eligible entries will be considered for this prize automatically.
5. Certificates will be given to the awarded parties.
6. Selected contestants will be invited to the award ceremony on 23 April 2016. (details)
7. Winners may be invited to enter the international light pollution video competition organized by the Office of Astronomy Outreach of the International Astronomical Union. Details of this competition will be announced later.
8. If the personal information shown on the identity document of the winners is inconsistent with the application form, the winner will be required to provide a proof of identity. The entry will be disqualified in case the winner fails to provide such proof. Prizes of this competition are not transferrable.

※Exhibition :
1. Works from selected award winners will be publicly displayed on the webpage and in an exhibition at the Hong Kong Space Museum.
2. The organizers shall not have any legal liability or responsibility for any copyright compliance from the works presented.
3. Winners shall agree to disclose their names for exhibition or promotion from the organizers.
4. The organizers reserve the rights (the author still owns the copyright) including but not limiting to exhibit, publicly display, distribute, reproduce, edit, print and publish the entries without prior notice to the contestant. No fees will be payable for any of the above uses.
5. If the winners are invited to attend media interviews, the organizers reserve the copyright on all interviewed contents such as recording, films, texts, and other forms of record.

※Notes :
1. The organizers will invite scholars, experts, and professionals to select the winners.
2. It is up the organizers’ decision whether an entry may enter the international light pollution video competition organized by the Office of Astronomy Outreach of the International Astronomical Union.
3. Contestants shall comply with the relevant Copyright Law. Entries in violation of copyright or related offenses, including but not limiting to being borrowed, reproduced, copied and counterfeit, will be disqualified. The offender shall bear their own legal liabilities. Any legal dispute is not related to the organizers.
4. Entries with inappropriate language/behavior/activity or violent scene will be disqualified.
5. Entries must not intentionally show, imply, or suggest in innuendo any commercial organization trademark.
6. The organizers will not be deemed responsible if the submitted work is rejected by Youtube due to any reasons.
7. The submitted work will not be returned to the contestant. All non-winning works will be deleted, and contestants shall retain the original work if desired.
8. The organizers are not responsible for any data loss in case of computer failure.
9. The organizers reserve the right to cancel, terminate, modify, or suspend this competition.
10. The personal data collected in this event is used for entering the event and is provided on your own accord. The data will be accessed only by the organizers. If contestant does not provide sufficient information, the organizers may not be able to process the contestant’s submission.
11. All contestants shall comply with the rules listed above.
